1998 NATIONAL PHARE PROGRAMME  

PROJECTS UNDER FINANCING MEMORANDUM BG 9806

All projects under this programme were completed till 31 December 2002.

Project BG 9806-02-01 "Harmonisation of the Bulgarian customs legislation" - total budget EUR 800 000

The project was implemented by means of a Twinning Covenant with the German Customs Administration. As a result of its implementation draft instructions, ordinances and rules in the field of the customs legislation have been developed, missions of experts from the German customs administration have been carried out in Bulgaria and study visits to EU Member States have been organized for Bulgarian customs officers.

Project BG 9806-02-02 "Computerisation of the BCA" - total budget EUR 5 000 000

The following contracts have been concluded for the implementation of the project:

  •  Technical assistance for developing BICIS technical documentation - budget EUR 148 430

The Contractor was SEMA GROUP, Belgium. The objective of the Contract was the drafting of basic documentation for starting the computerization of customs with the support of the Phare Programme.

  • "Customs functional training" - budget EUR 300 000

The Contractor was Eurocustoms. The technical assistance was split in 6 activities (activity 1 - TARIC, EBTI, QUOTA, ECICS and IPR, activity 2 - NCTS, activity 3 - CCN/CSI, activity 4 - AFIS, CIS and TCO/TCT, activity 5 - External relations and activities and activity 6 - Study tours).

  • "Supply of hardware and software for the BICIS infrastructure" - budget EUR 2 639 470

The Contractor was Stone Computers, Bulgaria. The following equipment has been delivered: 1 основен server with disc subsystem, 5 RISC servers, 33 security solution servers, 13 hard disc drives, AIX, TIVOLI and anti-virus software, 10 PC servers, 25 administrator work stations, 350 workstations, 190 laser printers, 8 colour printers, 517 UPS, 300 barcode readers, 33 CD-RW, 35 portable externla storage devices, 5 airconditioners, 5 fire extinguishers and fire-alarm systems, 20 access control systems, 11 generators.

  • "Supply of communication equipment for BICIS" - budget EUR 165 462

The Contractor was "NewTech - BT". 253 modems have been delivered.

  • "Technical assistance for implementation of the BICIS and IT training" - budget EUR 1 487 220

The Contractor was Lambard Management Consultants, Ireland. All basic documents for implementation внедряване of BICIS have been developed and training has been conducted for the IT experts of the National Customs Agency.

Project BG 9806-02-03 "Reinforcement of border controls" - budget EUR 1 099 983  

The Contractor was Eurocustoms. Strategy for rationalization of the Bulgarian Customs Administration border operations in the period 2001 - 2006 and Detailed action plan to the Strategy have been developed, three training courses have been conducted in the Customs Dogs Training School in Bleckede, Germany for four customs dogs and their handlers. 5 dogs, 1 car for customs dogs, 4 kennels, 1 mobile and 2 stationary X-ray inspection systems, 2 beta and gamma dosemeters and 5 endoscopes have been delivered under the investment part of the project. Equipment for the Customs Dogs School in Balchik has also been delivered.

Project BG 9806-02-04 "Technical assistance and operational budget" - total budget EUR 100 000

A mission of an independent expert for providing technical assistance in relation to the "Computerisation of the BCA" project, training and a workshop for officers from "Institutional Building and Phare Programme" Department have been financed under the project, as well as the purchase of office equipment (a copy machine, 4 workstations and a printer) and consumables for the needs of the Phare Projects Implementation Unit in the National Customs Agency.

PROJECTS UNDER FINANCING MEMORANDUM BG 9812

Project BG 9812-03 "Fight against corruption within the BCA", implemented by means of the following contracts which finished in the end of 2001:

  • BG 9812-03-01 "Fight against corruption within the Bulgarian Customs Administration" - total budget EUR 792 000

The project was implemented by means of a Twinning Covenant with the French and British Customs Administrations. The project activities were divided in 8 sub-projects. A Strategy for fight against corruption and other illegal acts of the customs officers, Ethics code of the customs officers, Memorandum of Understanding and Instruction on the management and spending of the European fund for motivation of the Bulgarian Customs Administration and Instructions for the Inspectorate and the Customs Intelligence and Investigation Directorate within the CCD have been developed.

  • BG 9812-03-03 "Fund for motivation of the customs officers in the fight against corruption" - total budget EUR 500 000

Payments divided in 3 tranches were effected under the project for motivation of the customs officers in the fight against corruption.

2000 PHARE PROGRAMME CROSS BORDER COOPERATION BULGARIA - ROMANIA

Project BG 0007.03.01 "Facilitation of Danube River Border Crossings" - total budget EUR 2 296 352  

The National Customs Agency and the National Border Police Service have been the project beneficiaries.

A service contract "Technical assistance to the National Border Police Service and National Customs Agency for Facilitation of Danube River Border Crossing - Harmonisation of Procedures and Working Practices, Exchange of Information and Technical Facilities" was concluded under the institutional building part of the project. The Contractor was Charles Kendal & Partners Ltd., UK. The project implementation finished in December 2003.

The investment part included delivery to the National Customs Agency of 1 stationary X-Ray inspection system, 2 endoscopes, 1 diesel fork-lift truck, 2 hoisters, 1 front-end server, 1 application server, 1 mail server, 3 switches, 3 станции за управление и наблюдение, 3 UPS, 19 routers, 1 firewall, 43 workstations, as well as development of application software for the gateway component and the application component.

2001 NATIONAL PHARE PROGRAMME

Project BG/2001/IB/FI/02&03 "Strengthening the capacity of the National Customs Agency" - budget EUR 965 241

The project was implemented by means of a Twinning Covenant with the German Customs Administration, which expired on 8 April 2004. The Covenant contained two sub-projects: "Organisation and Human Resources" and "Establishing a Post-Clearance Control Service". As a result of their implementation a Strategy for organization and human resources and for training and qualification and a Strategy for introduction and development въвеждане и развитие of the post-clearance control have been developed, experts missions to Bulgaria have been carried out and study visits to an EU Member State have been organized for NCA officers.

Project BG 0103.05.03/N "Reformed and Automated Transit Procedure and Reform in the Customs Procedures with Economic Impact" - budget EUR 249 996

The project was implemented through a service contract with Eurocustoms, which started in November 2002 and finished in November 2004.

Draft administrative instructions for customs officers in the field of transit have been developed as a result of the project implementation. A Bulgarian version of the Transit Manual has been prepared. Training of customs officers has been conducted in the field of transit and seminars with trade operators have been organised. The amendments in the Implementing Provisions of the Community Customs Code (EC Regulation 2452/93) related to the reform in the customs procedures with economic impact, the free zones and free warehouses have been transposed in the Implementing Provisions of the Customs Act. Draft guidelines for customs officers have been developed with regards to the application of the customs procedures with economic impact.  

2001 PHARE PROGRAMME CROSS BORDER COOPERATION BULGARIA - GREECE

Project BG 0106.02 "Supply of equipment for BCCPs Novo selo, Ilinden and Kulata"

The project beneficiaries have been all administrations presented at the BCCP. Five supply contracts have been concluded. The National Customs Agency is a beneficiary of contracts for supply of computer and communication equipment, specialized equipment for border control, vehicles and hardware equipment, furniture and general accessories. The project ended on 30 November 2004.

 

2002 NATIONAL PHARE PROGRAMME 

Project BG 0203.08 "Development of EU standards and practices legal basis, implementing procedures and computerization at national level, in relation to DG TAXUD systems"

The project consisted of the following components which have been implemented under separate contracts:

  • BG 0203.08.01 "Development of rules for administration of measures introduced in accordance with the Bulgarian agricultural, trade and other policies relating to import and export of goods using the concept on which the EU TARIC and other tariff related practices are based" - budget EUR 191 040

The project was implemented by means of a contract with Eurocustoms, started in October 2003 and was completed on 21 June 2004. As a result of the project activities the NCA administrative capacity with regards to TARIC has been improved and user requirements and technical specifications have been drafted for the development of a national TARIC system.

  • BG 0203.08.02 "Completion of the Bulgarian Transit Management System including all the common New Computerised Transit System requirements" - budget EUR 1 228 800

The Contractor under this component was IDS SCHEER CEE, Germany. The Contract was signed on 22 September 2004 and its implementation ended on 21 July 2006. The project activities include gaps analysis between the existing Bulgarian Transit Management System (BTMS - part of BICIS) and what remained to be developed, integration of the Minimal common core (MCC) functionality for NCTS phase 3.1 in the national system and development of the full range of the NCTS requirements, continue the development of BTMS and provision of an application covering the functionality specified under the scope of NCTS 3.1 and 3.2, training of customs officers on the developed application, operational and turnover to maintenance tasks.

  • BG 0203.08.03 "Trade and customs officers facilitation enhancements" - budget EUR 281 530

The project was implemented through a service contract with GOPA Consultants, Germany in consortium with Latona, Bulgaria. The main objectives of the project are the establishment of a DDS - system for dissemination of data over the Internet, the development of an application for direct trader input in BICIS of manifests/SAD by the trade operators and training of customs officers/trade operators. The contract implementation ended on 15 July 2006.

 

  • BG 0203.08.04.01 "Management, Co-ordination and Evaluation assistance - supply of equipment and software" - budget EUR 17 967

One test server, five notebooks, one digital copier, one colour printer and a multimedia projector have been delivered under a contract with CAD R&D Progress Center. The project implementation ended on 25 February 2005.

 

 

  • BG 0203.08.04.02 "Management, Co-ordination and Evaluation assistance" - budget EUR 780 000

The Contractor under the service contract was HTSPE Limited, UK in consortium with Lambard Management Consultants, Ireland. Technical assistance has been provided in relation with NCA projects in the field of information technologies, financed under 2002 and 2003 Phare Programme. The project finished on 14 May 2006.

Project BG 0203.09 "Strengthening border control capacities"

The project was divided in the following components which have been implemented by means of separate contracts:

  • Project BG 0203.09.01 "Strengthening border control capacities (services)" - budget EUR 399 963

The project was implemented through a Contract with Eurocustoms, signed on 18 June 2004 with a duration of 18 months. A Feasibility study for the improvement of the infrastructure and the equipment at the strategic border check points has been done under the project, instructions have been drafted for establishing of customs and currency violations and imposing of administrative penalties, a Protocol has been drafted in the field of the transborder cooperation in customs matters, training on control of vehicles has been conducted following the train-the-trainers principle.

  • Project BG 0203.09.02 "Supply of specialized equipment for strengthening border control capacities" - total budget of the contracts under the four lots EUR 1 185 627

Specialised technical equipment for border control has been delivered - one mobile X-ray inspection system, one stationary X-ray inspection system for europallets and barrels, one stationary X-ray inspection system for luggage, seven electric for-lift trucks, three diesel fork-lift trucks, ten endoscopes, seven documents examination facilities, one portable drugs detector, six roller conveyers for X-ray inspection systems for europallets, allocated into 4 lots. The contracts under the four lots have been signed on 30 November 20004. All supplies have been delivered till the end of May 2005.  

Project BG0201.07 "Developing of national cooperation and information exchange network for protection of intellectual and industrial property rights"

The project beneficiaries have been the National Customs Agency (leading beneficiary institution), the Ministry of Interior, the Ministry of Justice, the Ministry of Culture and the Patent Office of the Republic of Bulgaria. The project consists of the following components:

  • Project BG2002/IB/FI/02 "Developing of national cooperation and information exchange network for protection of intellectual and industrial property rights" - budget EUR 870 704.23

The project was implemented by means of a Twinning Covenant with Queen Mary Intellectual Property Research Institute, UK in partnership with the Danish Royal Patent Office. The 18-months implementation period started on 22 March 2004 and expired on 21 September 2005. The Twinning Covenant included the following components:

  1. Establish the legal framework for cooperation between the enforcement institutions and the intellectual and industrial property rights protection providing bodies;
  2. Specialized training in the sphere of protection of intellectual and industrial property rights enforcement;
  3. Setting up of national information system between the institutions for information exchange in the sphere of intellectual and industrial property.

 

  • Project BG0201.07-01-002 "Developing of national cooperation and information exchange network for protection of intellectual and industrial property rights" - budget EUR 320 558

The Contractor was S&T Bulgaria in consortium with Sirma Ai Corp. And Stone Computers AD. The following has been delivered: 5 servers, of which 3 - for the Patent Office of the Republic of Bulgaria, 1 - for the Ministry of Culture and 1 - for the National Customs Agency, 3 workstations for the Ministry of Culture, equipment for testing and training, spare parts and consumables. Software has been developed for the National Intellectual Property Exchange of Information System (NIPIES) and NIPIES training has been conducted. The contract implementation finished on 30 August 2005.

2003 NATIONAL PHARE PROGRAMME 

Project BG2003/004-937.09.01 "Further Development of National Customs Laboratory Network", which consists of two components:

  • "Further Development of National Customs Laboratory Network (services)" - budget EUR 599 786

The Contractor was Eurocustoms. The project is divided into the following sub-projects:

- Laboratory Management;

- Laboratory Legislation and Training;

- Laboratory Quality Handbook;

- Sample Handling;

- Sample Handling - drug and precursors;

- Laboratory Cooperation.

The contract implementation finished on 21 November 2006.

  • "Supply of equipment for the National ustoms laboratory network" - total budget of the contracts under the two lots EUR 2 357 913

The Contractors under the supply contracts were Agilent Technologies GmbH, Germany in consortium with T.E.A.M. Ltd., Bulgaria and Shimadzu Handelsgesellschaft mbH, Austria. Instruments for structural analysis, instruments for specific analysis and auxiliary laboratory devices have been delivered for the Central Customs Laboratory and the Regional Customs Laboratories in Plovdiv and Russe. The implementation of the contracts finished in July 2006.

Project BG2003/004-937.09.02 "EU standards and practices computerisation of the Bulgarian Customs Agency (BCA) in relation to DG TAXUD systems (Integrated Tariff Management System)" - budget EUR 2 293 250

A service contract has been concluded with BULL Polska Sp. z o. o. The following systems have been computerized according to the requirements of DG TAXUD: TARIC, TQS, EBTI, SMS, ISPP, ECICS, BOI, UVal, TSus. Training of customs officers has been conducted. The implementation of the contract ended on 2 January 2007.

2004 NATIONAL PHARE PROGRAMME

Project BG2004/016-711.09.01 "Strengthening of the customs control on the future EU external borders and in the area of the Common Agricultural Policy (CAP)" contains the following components:

  • Component 1.1 "Improvement of the administrative capacity of the BCA for customs border control" - budget EUR 459 934

The component has been implemented by means of a service contract with Charles Kendall & Partners Ltd. The activities have been divided in 4 sub-components:

  1. Enhancement of the administrative capacity in the field of the control on trade in weapons, possible dual-use goods and technologies;
  2. Developing of plans for border management for the country border points;
  3. Developing of a Memorandum of Understanding (MoU) Programme with the trade operators in the field of customs intelligence and investigation;
  4. Organising and carrying out 10 weeks training in the Customs Dogs School in Bleckede, Germany.

The Contract implementation finished on 24 June 2007.

  • Component 1.2 "Review and assessment of the technical specifications for specialized technical equipment for execution of efficient customs control" - budget EUR 7 194

The component was implemented by means of framework contract.

  • Component 1.3 "Supply of specialized technical equipment" - total budget under the two lots EUR 805 036

The Contractors under the two lots were Smiths heimann GmbH, Germany and ASI Company Ltd. Nine stationary X-ray inspection systems, one portable X-ray inspection system, a portable drugs detector and a search kit have been delivered. The implementation of the contracts under the two lots finished in December 2006 г.

  • Component 2.1 Twinning project BG/2004/IB/FI/03 "Development of legal and administrative capacity of the National Customs Agency for the introduction, implementation and control of the measures and mechanisms of CAP" - budget EUR 823 609.01

The project was implemented through a Twinning Contract with HM Revenue and Customs, UK and contained six components:

  1. Analysis of the EU legislation and best practices in the area of CAP;
  2. Assessment of the situation in Bulgaria in relation to the legislation, the practices and the administrative capacity;
  3. Development of draft legislative acts and implementation tools;
  4. Development of draft administrative instructions;
  5. Development of Business Structure and Implementation Plan for the customs controls of CAP;
  6. Enhancement of the administrative capacity and capability of carrying out Customs controls required by the CAP provisions.

The implementation of the twinning contract finished on 28 February 2007.

Project BG2004/016-711.09.02 "Further Development of the process of the Bulgarian Customs Administration Computerisation and Development of a National System for Administering the Excise Duty Entirely by the Customs Administration" with the following components:

 

  • Component 1.1 "Extension of the Bulgarian Integrated Customs Information System (BICIS) functionality" - budget EUR 5 380 000

The Contractor under the service contract was IBM Bulgaria in consortium with IBM Ceska republika and IBM Nederland BV.

The purpose of the contract was the improvement of the standardisation, modularity and scalability of BICIS, as well as the adaptability of main system modules to changing legal basis, business logic and DG TAXUD requirements and standards, in order to achieve higher efficiency and quality of customs activities, enhancement of collection of duties and taxes, facilitate trade, support the fight against customs violations.

The Contract was signed on 30 November 2006 with 1-year period of implementation, which was extended by Addendum № 1 with 6 months, till 31 May 2008.

  • Component 1.2 "Technical assistance for evaluation and quality control" - budget EUR 498 250

The Contractor under the service contract was Lambard Management Consultants Ltd., Ireland. The purpose of the contract was the improvement of the technical control of the quality of related IT projects performance; the quality and completeness of the project deliverables, as well as to provide technical support of the NCA for the management of the main project activities.

The Contract was signed on 30 November 2006 with 1-year period of implementation, which was extended by Addendum № 1 with 6 months, till 31 May 2008.

  • Component 2.1 Twinning project "Development of Legal and Administrative Capacity for Administering the Excise Duties entirely by the Customs Administration" - budget EUR 1 002 722.49

The project has been implemented by means of a Twinning Contract with Direction Generale des douanes et droits indirects, France and consisted of five components:

  1. Implementation of the excise bonded warehouses system;
  2. Legislation;
  3. Managing excise duties;
  4. Staff training;
  5. Business model preparation.

The implementation period, initially set at 18 months was extended by 4 months and ended on 5 August 2007.

  • Component 2.2 "Supply of specialized equipment" - budget EUR 174 700

The Contractor under the supply contract was Shimadzu Handelsgesellshaft mbH, Austria. Two High-performance liquid chromatographs, two Gas chromatographs for simulated distillation of petrochemical products and equipment for sampling of excise goods have been delivered to the Central Customs Laboratory and the Regional Customs Laboratory in Russe. The implementation of the contract finished in the end of 2006.

Project BG2004/016-711.10.05.01.11 "Computerisation of the Bulgarian Customs Administration Export procedures in line with the EU standards - Development of Export Control System" - budget EUR 808 256

The Contractor under the service contract was IBM Bulgaria Ltd. In consortium with IBM Romania. The purpose of the contract was to provide a software solution that will allow the customs offices involved in export procedures to exchange electronic messages in order to improve the effectiveness of controls against VAT and other fraud, to expedite the flow of goods and to contribute to better supply chain security. The implementation of the contract finished on 29 October 2007.

2005 NATIONAL PHARE PROGRAMME 

Project BG2005/017-353.08.01 "Strengthening of the customs control on the future EU external borders and in the area of the Common Agricultural Policy (CAP)" with the following completed components:

  • Component 1.5 "Further improvement of the administrative capacity for implementation of the acquis in the field of customs border control" - budget EUR 249 880

The Contractor under the Service Contract was Sofreco Ltd., France. The project was aimed at strengthening the National Customs Agency's capacity for performing improved border control. During the implementation of the Contract training for customs officers was conducted in the field of control of the land, air and sea/river transport focusing on the recent changes in the European legislation in the relevant area. Good practice guides were developed for the needs of the National Customs Agency. The period of implementation of the Contract expired on 30 November 2008.

  • Component 1.6 "Supply of specialized technical equipment" - total budget of the contracts under the three lots EUR 2 457 514

The supply contractors under the three lots were Smiths Heimann GmbH, Germany, ASI Company Ltd., Bulgaria and Dimex Trading Ltd., Bulgaria. Six X-ray inspection systems, five search kits, seven documents examination facilities, one portable drugs detector, one diesel fork-lift truck and one electric fork-lift truck have been delivered. The implementation of the component was completed in March 2008.

 

  • Component 2.2 "Review and assessment of the draft technical specifications for analytical equipment in connection with the implementation of CAP measures" - budget EUR 3 500

The component has been implemented by means of a framework contract.

 

  • Component 2.3 "Supply of specialized laboratory equipment" - budget EUR 193 210

The supply contractor was Labconsult Ltd. Equipment for laboratory testing of CAP goods has been delivered in the Central Customs Laboratory and the Regional Customs Laboratory in Plovdiv. The execution of the contract was completed in June 2008.

  

Project BG2005/017-353.08.02 "Further Development of the process of the Bulgarian Customs Administration Computerisation and Development of a National System for Administering the Excise Duty Entirely by the Customs Administration" contains one component:

  • Component 1.3 "Supply of equipment for modernization of the infrastructure supporting the Bulgarian Integrated Customs Information System (BICIS)" - total budget of the contracts under the four lots EUR 3 527 550.16

The supply contractors under the four lots were Stone Computers Ltd. Paraflow Communications Ltd., Telelink AD and Consortium IDOM 2000 Consultant and Services Plc. and IBS Bulgaria Ltd. BICIS centralized solution hardware and software components, workstations, notebooks and communication equipment have been delivered. The implementation of the component was completed in May 2008.

Project BG2005/017-353.08.05 "Further modernization of the specialized equipment for execution of efficient customs control" with the following components:

  • Component 1  "Review and assessment of the draft Technical Specifications for specialised equipment for execution of efficient customs control" - budget EUR 7 956.42

The component has been implemented by means of a framework contract.

  •  Component 2 "Supply of specialised equipment for execution of efficient customs control"- total budget of the contracts under the three lots EUR 1 447 504

The supply contractors under the three lots were Smiths Heimann GmbH, Germany, ASI Company Ltd., Bulgaria and Consortium Eurocar Engineering. Seven X-ray inspection systems, three portable X-ray inspection systems, sixteen search kits, three thermal imaging cameras, three endoscopes (petrol modified), two endoscopes for inspection of ships, six documents examination facilities, three search mirror kits, fie electric fork-lift trucks, two refrigerated swap bodies, five electronic balances up to 10 kg and three electronic balances up to 500 kg have been delivered.  The last supplies were effected in August 2008.

Project BG2005/017-353.08.06 "Computerisation of the Bulgarian Customs Administration for simplification of formalities" - budget EUR 1 068 565

The Contractor under the Service Contract was Global Consulting Ltd. During the period of execution of the project, which expired on 7 August 2009, a Simplified Declarations Module was developed.

Twinning project BG/2005/IB/FI/08/TWL/UE "Further improvement of the administrative capacity of the Bulgarian Customs Administration for administering the traditional own resources based on customs duties" - budget EUR 271 946

The project was implemented by means of a twinning light contract with the Italian Customs Administration.

The activities were allocated to three components:

- Proper administration of the traditional own resources based on customs duties;

- Post-clearance control;

- Internal audit.

CCD and RCD officers have been trained, through the attendance to seminars and training sessions, on a number of topics in the field of the proper administering of the traditional own resources based on customs duties and the post-clearance control and internal audit related thereto.

Existing guidelines and handbooks related to the TOR administration have been verified and updated and new ones have been drafted jointly with the Italian partners.

The implementation of the twinning light contract finished in July 2007.

2005 NATIONAL PHARE PROGRAMME 

Project BG2006/018-343.08.02 "Further Development of the process of the Bulgarian Customs Administration Computerisation and Development of a National System for Administering the Excise Duty Entirely by the Customs Administration

  • Component 2.4 "Extension of the Excise management system (EMS.1) including all EMCS requirements" - budget EUR 2 736 000

The Service Contract was signed on 30 November 2008. The Contractor was Consortium Intrasoft Vereo. The result of the project implementation was  extending the Bulgarian Excise Management System with all requirements of EMCS 2&3.

TRANSITION FACILITY

Project BG2007/019-303.06.04 "Development of a National System for Administering the Excise Duty Entirely by the Customs Administration" - budget EUR 835 000

The Service Contract was signed on 30 November 2008. The Contractor was Consortium Sirma. As a result of the project implementation an information system was developed automating the activities related to the administering of excise duties, including excise bonded warehouses and control on excise products.
